Title: Development of Training Manual on `Labour Budget Tracking’
Objective: The overall objective of the contract is to prepare a training manual on participatory budget tracking for labour working group and WSF members.
Period:                 01November 2017 to 31 December 2017
National budget is an important political and economic document which has tremendous impact upon the lives of the citizens of a country. As part of the fiscal policy of the government, budget acts as a powerful instrument not only to regulate the national economy but also greatly influence the income and expenditure of each and every citizen of a country.

As a matter of fact, there is no such budget called `labor budget’ as far as the structure of Bangladesh national budget is concerned. National budget is prepared and implemented through Ministries and Divisions and two particular Ministries are dealing with labor and employment issues namely Ministry of Labor and Employment and Ministry of Expatriates’ and Overseas employment. However, stakes of laborers are seen in various other ministries such as Agriculture, Jute, Industries and many other Ministries and Divisions that has direct and indirect bearing on labor and employment issues. The link between labor sector in general and laborers in particular and national budget is highly important to understand how budgetary resources are channeled through various Ministries and Divisions in the one hand and how those resources are benefiting the laborers in terms of their rights, benefits, work-place safety and security, social protection etc. on the other. It essentially requires critical scrutiny of various labor related programs and projects explicitly visible in the budget documents.


Keeping in conformity with the Terms of Reference and objectives of the Manual in particular, the methodology involves extensive review of Budget documents and labor related materials. As part of the primary level inquiry, it also involves a consultation with rights holders such as; Trade Union activist, workers, training experts, partner organization, researcher, and budget analyst. A number key informant Interview also need to be taken with the following duty bearers.

  1. Ministry of Labour/DOL/DIFE/NSDC
  2. Ministry of Commerce/ Ministry of Industries

Profile/requirement of the consultants

  1. Experience of minimum 10 years in Capacity Developmenton Participatory Budget, Labour Rights Issuesespecially.
  2. Proven track record of development of capacity building manuals and training
  3. Familiarity with the Bangladesh Government Budget System
  4. Knowledge on Bangladesh Labour Law,
  5. Minimum Master’s degree in related field for the proposed consultants
  6. Excellent communication skills

Deliverables for Consultant:

  • Contents of manual for approval from Safety and Rights Society
  • Draft consolidated training manual
  • Designing and finalization of training manual after final review and approval of Safety and Rights Society


  • BDT 4,30,000 (four lac thirty thousand taka only). VAT & Tax. Will be deducted as per government rules.

Consultancy Proposal

Interested individual/consulting firm should prepare a technical and financial proposal. The technical proposal should include:

  • Clear methodology about how the tasks will be accomplished along with strong justification and evidence as required; proposed activities/milestones with a timeline to conduct tasks and deliver results as mentioned in the TOR; any previous relevant experience
  • CV of the proposed consultant/s.

The financial proposal should include:

  • Gross daily per-person consultancy fee including VAT/tax as applicable
  • Estimation of travel and any other relevant costs along with workshop(s)

Programme Officer

Your immediate manager will be the Project Coordinator.

Your principal responsibility will be networking with trade unions, workers associations, management of RMG and leather industry, conducting training, discussion meeting, monitoring project activities and supervision of workers welfare cafe of the project.

This includes:

-    assist to develop training plan, schedule and manual where necessary;
-    assist to carry out training, discussion meeting, seminar, workshop etc;
-    maintain appropriate relationship with the Trade Union of tannery and garment sector;
-    develop good working relation with the workers, managers, and employers of tannery and garment sector;
-    monitor and supervise the cafe-based activities;
-    ensure proper functioning of workers welfare cafe;
-    assist in preparing periodic reports for the organisation and the development partner;
-    keep all the records, bill-vouchers and assist to prepare accounts statement of the project;
-    assist in developing partnerships and collaborative arrangements with other organizations and stakeholders;
-    assist in the development and delivery of advocacy initiatives;
-    contribute to the development of the team service plan, work programme and awareness activities;
-    assists with the preparation of the Annual Report and other analytical reports;

In addition, you will be expected to:

-     assist with planning, development and execution for SRS meetings, workshops, programs and other events;
-     assist to undertake other research projects and data analysis as agreed with the SRS and collaborating partners;
-     undertaking all necessary administrative activities in order to be able to undertake your work efficiently;
-     work on other projects and initiatives, as required.

Educational Requirements

Graduate/post graduate in any subject of Social Science from a well reputed university.

5 months. It is extendable based on the extension of the project.


BDT- 20,000-24,000 (based on experience and knowledge)
Two festival allowances in a calendar year.
